Halloween Bandits

This mod makes Halloween Bandits spawn without needing it to be Halloween. This mod was originally on the old NTT mod list page, but now it's here instead.

This has a few improvements from the original mod. The amount of bandits becoming Halloween bandits is more accurate to the actual game. Being killed by them will show the proper "killed by" icon as well.
